Park Director Robert Eldredge said Friday. Grading work already has begun on the rinks and later this month park crews will start putting water on them to create a deep frost line. Creation of the ice itself will depend on the weather, but it is possible there may be skating in December. Mr. Eldredge said the city will not be able to help.de- velop or maintain additional neighborhood rinks this winter because of other work the park department will have.

The 16 rinks the city will develop are at Goldie avenue and Beck street; 421 Fawcett street, 19th and streets; Headington park; Cilman terrace; Hubbard park; across Floyd avenue from Leeds park; Kelly park; Hillcrest park; Fair-mount park; Morningside athletic field; Spalding park on Stone avenue; Harry Em-xnerson park at S. Olive street and Glenn avenue; the south end of the Floyd park golf course at S. Helen street And Glenn avenue, and 45th street and Country Club boulevard.
