A December incident in Des Moines could fuel the drive for more i.uiUii.g Wvllu. A moii.vf complained that police refused to arrest her 16-year-old son on a cocaine charge, claiming there was no room at the county juvenile hall. The youth was later shot to death, and his mother says detention would have saved his life. Rep. Gary Sherzan, D-Des Moines, has said he is considering legislation to require counties to establish juvenile detention facilities.

"The police can arrest juveniles. They can charge them. But the counties do not have facilities to hold them so they're released," said Sherzan, who will hold a public hearing Jan. 15 on the issue. Arnould said the answer might be establishment of regional juvenile detention facilities around the state.

"Crimes by young offenders have become more violent in recent years," Arnould said. "Because, of the way our juvenile laws are structured, there is no effective deterrent to juvenile crime We need to wipe Uiv fcuLLs oil meir taces with some attention-getting enforcement, supervision andpenalties." Backing up the tough talk could be difficult, given the state's projected $300 million budget deficit. State prisons are full. More criminals are being released early to make room for new inmates. Iowa Attorney General Bonnie Campbell has suggested a statewide vote on whether td build a new adult prison, and Democratic and Republican legislators have endorsed the plan.

"Many of the 'get-tough' semen cing plans being talked about are meaningless unless we have prison space to house additional criminals," Arnould said. Arthur W.Osborn Arthur William Osborn, 57, of San Diego, and formerly of Sioux City, died Jan. 2, 1992, in San Diego. Memorial graveside services will be at 3 p.m. Saturday at Memorial Park Cemetery in Sioux City. Mr.

Osborn was born April 3, 1934. Survivors include his wife, Max-ine; five sons, Art, Eric, Brad, Greg and Kevin Osborn, all of San Diego; a daughter, Tracy Wagner of Cincinnati, Ohio; two brothers, Floyd and Stuart Osborn, both of Sioux City; and a sister, Colleen Osborn Wood of Downers Grove, 111. He was preceded in death by his parents, Arthur Sr. and Emma A. Osborn; a brother, Charles Osborn; and a sister, Linda Osborn Kahler.

Saturday at Nejson-Berger Northside Chapel with the Rev. Alex Washington, retired Methodist minister, officiating. Visitation will be one hour prior to service time at the funeral home. Additional services will be at 2:30 p.m. Saturday at Miller Funeral Home in Sioux Falls, S.D.

Burial will be at West Nidoros Cemetery in Baltic, S.D. Mrs. Walstad, the former Margit "Margaret" Schroder, was born March 24, 1897, in Tistedal, Norway. She attended school in Norway and came to the United States in 1914 and lived with her sister in Sioux Falls. She married Leif N.

Walstad in 1918 in Manhattan, Kan. He died in 1948 in Sioux Falls. She lived in Sioux Falls until 1988 when she Capitol overaee County Jail before he was sent to Sarpy County. A woman who traveling in the car was taken into custody Wednesday by the Mills County, Iowa, Sheriffs department in Glenwood. Mills County Sheriff Howard Clark said Cindy Bailey, 19, was arrested and charged with terrorism, second-degree theft and accessory after the fact.

Bond was set at $7,800, Clark said. Bailey was being held at the Mills County Jail, he said. The Scott County Sheriffs department in Davenport, Iowa, said it issued a warrant Tuesday for Hutchison's escape from a residential corrections center in Davenport. Hutchison allegedly dodged law officers for most of the day on Wednesday. Lt.

Mike Jones of the Nebraska State Patrol said troopers spotted a man fleeing from the wrecked car, running south along the bank of the Missouri River. The man was believed to be carrying a gun, he said. The search centered on a two-mile stretch between the Plattsmouth Bridge and the Rock Bluff Quarry on the Missouri River. The area is southeast of Plattsmouth and northeast of the unincorporated Falls. S.D., of injuries suffered in an automobile accident Dec.

Robert Harlan MACY, Neb. Robert Harlan, 47, of Norfolk and formerly of Macy, died Tuesday at a hospital in Norfolk after a long illness. Services will be at 2 p.m. Saturday at the Macy Community Building with burial in the Macy Cemetery. Visitation will be at the Calvin Harlan residence, rural Walthill.

Pearson Funeral Home of Onawa, Iowa, is in charge of arrangements. Marian Jolnes SPIRIT LAKE, Iowa Mrs. Marian Joines, 79, of Spirit Lake died Thursday at Hilltop Care Center in Spirit Lake. Services will be at 10 a.m. Saturday at the United Methodist Church in Spirit Lake with burial in Pleasant View Cemetery, Hartley.

Baumgarten Funeral Home of Spencer is in charge of arrangements. Daren P. Streed ODEBOLT, Iowa Daren Paul Streed, 22, Twentynine Palms, and formerly of the Odebolt and Storm Lake area, died Saturday, Jan. 4, 1992, at Twentynine Palms. Services will be at 10 a.m.

Saturday at the Odebolt United Methodist Church with the Rev. Harold E. Schirm officiating. Burial will be in the Odebolt Cemetery. Visitation will be after noon today at the Christensen-Ciha Funeral Home in Odebolt Mr.

Streed was born April 29, 1969, in San Diego, Calif. He graduated from high school in Twentynine Palms. He spent time in Storm Lake, Odebolt and Sioux Falls, S.D., while he was growing up. On June 15, 1987, he married Chantilly "Lacey" Free in Parker, Ariz. He served in the by Chairwoman Jan Nicolay of Sioux Falls, had decided to use South Dakota's final 1992 budget instead.

OMAHA (AP) A 19-year-old Iowa fugitive who allegedly shot at police while leading them on a car chase from Iowa to Nebraska and back was charged Thursday with five felonies, the Sarpy County Attorney's office said. Albert Lee Hutchison was charged with kidnapping, robbery, theft of over $1,000, use of a weapon in the commission of a felony and attempted first-degree assault on a police officer, said John Irwin, chief deputy Sarpy County attorney. Irwin said that Hutchison was being held in the Sarpy County Jail without bond.

Law enforcement officials had searched the rugged, wooded Missouri River bluffs near here most of the day after they a man led police on a chase from Bellevue toward Glenwood, Iowa. The man escaped into the river bluffs about 8 a.m. CST Wednesday, after his car crashed into an embankment on the Nebraska side of the U.S. Highway 34 toll bridge near Plattsmouth, authorities said. Police said Hutchison was arrested Wednesday night when he checked into a Plattsmouth motel.

He was being held in the Cass E. JoAnn Blessing ANTHON, Iowa E. JoAnn Blessing, 52, of Anthon died Wednesday, Jan. 8, 1992, at a Sioux City hospital after a long illness. Services will be at 10:30 a.m.

Saturday at St. Joseph's Catholic Church in Anthon with the Rev. Gerald Zensen, celebrant, and the Rev. James Bruch, concelebrant. Burial will be in Mount St Joseph Cemetery at Anthon.

Visitation will be after 2 p.m. today, with a rosary recited by the Catholic Daughters of America at 3:30 p.m. at Walter-Armstrong Funeral Home in Anthon. A parish vigil prayer service will be at 7:30 p.m. today at the funeral home.

Mrs. Blessing, the former JoAnn Yockey, was born Oct. 3, 1939, in Anthon, the daughter of Orval and Marie (McNamara) Yockey. She attended rural and Catholic schools in Anthon and graduated from Heelan High School in Sioux City in 1958. She married Gerald Blessing May 21, 1960, in Cheyenne, Wyo.

The couple lived in Wyoming and Colorado during 23 years of marriage. She was employed at Mountain Telephone Co. for 20 years and retired because of a disability. She and her daughter returned to Iowa in 1983. They lived in Moville until 1986 when they moved to Anthon.

Mrs. Blessing was a member of St. Joseph Catholic Church in Anthon and Catholic Daughters of America. -She was lector at the church and taught 3rd and 4th grade CCD classes. She was a member of the Telephone Pioneers of America.

Survivors include a daughter, Anna Marie Blessing of Anthon; a brother and his wife, Phillip and Darlene Yockey of Anthon; and three sisters, Calista Dunnington of Pierson, Mildred and her husband, Marvin Wycoff of Moville and Joyce Karlsrud of Lakeville, Minn. She was preceded in death by her parents. Paul D. Glllmann ROCK RAPIDS, Iowa Paul D. Gillmann, 87, of Rock Rapids died at a hospital in Sioux taining a man and a woman.

One of the headlights was out, said Jack Syphers, Bellevue Police Depart ment spokesman. The car took off and went to Bellevue. The chase went east on Iowa 92, south on U.S. 275, onto Interstate 29 and west on Iowa 370 over the Bellevue Bridge into Bellevue. Syphers said a Bellevue police officer saw the car and began to chase it, but the man fired two shots at the officer before taking off.

Syphers said the officer was not hurt. Syphers said the police depart ment got a report of a stolen station wagon Wednesday morning from a Bellevue woman who said the couple pointed a gun at her and tied her up in her garage. The woman said the couple took her keys and drove on in the station wagon. Police caueht ud with the station wagon and chased it across the toll onage. Authorities said the man fired shots at them after he left the crash ed station wagon.

Westra Feb. 3, 1931, at Rock Valley. The couple farmed in Sioux and Lyon Counties until 1962 when they moved to Hull. Mrs. Westra was a member of the First Reformed Church.

Survivors include her husband; five sons and their wives, Stan and JoAnn of Rock Valley, Dwayne and Beth of Fulda, Donald and Jo and Wes and Brenda, all of Hull, and Gary and Hilene of Hospers; a daughter and her husband, Deana and Henry Fluit of Rock Rapids; 20 grandchildren; 10 great-grandchildren; and a brother, Walter Post of Sioux Center. She was preceded in death by a daughter, Arlene. Mickelson said the committee's move is illegal, and Senate Republican Leader George Shanard of Mitchell agrees. "Those (laws) provide clearly that the Legislature is to take the governor's plan and use that as its base," Mickelson said. "It would be both a big mechanical change and an illegal action."
