Byrnes, R- while agreeing the incen tive restoration probably will have easy going in the House, said it might spell later trouble for the President's proposed 6 per cent income tax surcharge. "How can we march up the hill with a big tax cut for certain taxpayers, and then a few weeks later march down the hill with a tax boost?" he asked.
